Service begins with the useful thing requested, the resources actually available, and the person’s own definition of what helps. The Ministry does not rank lives, motives, identities, beliefs, or readiness. A person may accept one useful artifact and reject everything else.

A meal, a resource guide, a translation, a digital-literacy session, or a public-record walkthrough should not become leverage over a person's beliefs. The useful act is the objective, not the extraction of loyalty.
Service must remain ideologically non-coercive. No loyalty test. No political-party requirement. No framing people in need as moral failures or enemies.

The artifact might be a one-page service guide, an offline public-meeting calendar, a basic shared-computer privacy checklist, a local-history index, or a translated public-information sheet. The artifact must be small enough to finish, clear enough to test, and documented well enough to hand off.

Service should survive disagreement
STATUS MUST EXPIRE
A label cannot outlive its receipt.
CURRENT requires a reproducible public resource checked within 90 days. GUIDE requires an annual review and immediate review after a material procedure change. PILOT and PARTNER require a named, current receipt checked within 30 days. PROPOSED and FUTURE CAPABILITY remain non-operational until public evidence proves otherwise.
Expiration is not judgment. It is refusal to let an old status masquerade as present capacity.
